Raul Roco: The candidate as Mr. Clean

RAUL Roco, former senator and education secretary, passed away this morning after a lingering bout with prostate cancer. A two-time presidential aspirant, Roco only placed fourth in the May 2004 presidential elections, hobbled midway into the campaign by his illness.

Back in 2003, our fourth quarter issue of i magazine featured Roco and his campaign strategy as one of the potential contenders for the presidential race, along with the two other declared presidential candidates — Gloria Macapagal-Arroyo and Panfilo Lacson — at the time.

For that edition, we interviewed their key campaign operators. I was assigned to talk to Roco’s Aksyon Demokratiko party and was able to interview its chief operating officer, Ernie Pangan. The first thing he told me then was that the elections will be very crucial because of the heightened popular disenchantment with politics and with politicians. Pangan said:

Gulpi na ang mga tao (People feel battered already). There is a lot of cynicism (so) people will go by who is consistent, is at least telling the truth. Tama na ang bola-boladas (Enough of the crap), let’s go for who we know will give us a stable, honest, and sincere government.”

Dismissed for having no money and machinery, the Roco campaign therefore tried to make a case for a new kind of politics. Roco appealed to youth and women’s causes, was picky about campaign contributors, publicly declaring that he will not take money from drugs or jueteng, and consciously took the moral high ground on issues like the impeachment of Supreme Court Chief Justice Hilario Davide Jr.

True to their word, Roco and Aksyon Demokratiko did run a nontraditional campaign that relied less on logistics and more on people. Pangan remarked then:

“How did we overcome Marcos? How did we overcome Erap? It’s not by machinery. We have to work on the people. You do a lot of organizing and educating work. You have to educate the youth that this election is theirs. They are the majority of the population. And you tell them, ‘It is in your hands. You have the power.’”

Hoping for a Roco victory (which would have signaled a tectonic shift in the nature of Philippine politics), Aksyon pinned its hopes on the electorate not to allow a wheeling-dealing, more-of-the-same kind of campaign. “If so, then we get what we deserve,” said Pangan. “If we continue believing that someone without money and machinery will lose, then we are self-defeating. Ngayon pa lang sinasabi natin na walang pag-asa ang bayang ito (This early, we’re already saying there is no hope for this country).“

Alas, Pangan’s words may have proved to be prophetic.

Legal guide for bloggers

KUDOS to the Electronic Frontier Foundation for recently coming out with the Legal Guide for Bloggers, a compilation of FAQs to help bloggers understand their rights, and when necessary, defend their freedom.

freedom_sake.jpg In creating the legal guide, EFF has taken cognizance of the fact that bloggers have been getting into trouble for what they post.

Like all journalists and publishers, bloggers sometimes publish information that other people don’t want published. You might, for example, publish something that someone considers defamatory, republish an AP news story that’s under copyright, or write a lengthy piece detailing the alleged crimes of a candidate for public office.

The difference between you and the reporter at your local newspaper is that in many cases, you may not have the benefit of training or resources to help you determine whether what you’re doing is legal. And on top of that, sometimes knowing the law doesn’t help — in many cases it was written for traditional journalists, and the courts haven’t yet decided how it applies to bloggers.

But here’s the important part: None of this should stop you from blogging. Freedom of speech is the foundation of a functioning democracy, and Internet bullies shouldn’t use the law to stifle legitimate free expression.

The guide covers three main areas — Blogger Legal Liability Issues, Bloggers as Journalists, and Other Legal Issues for Bloggers — to serve as "a basic roadmap to the legal issues" that one may confront as a blogger.

Though the legal guide is based on United States laws, the geenral underlying principles and situations should still apply to some extent to our local context given the existence of a (presumably) strong constitutional protection for speech here similar to the U.S. Certainly, this reference should come in handy, especially in these times.

Blogs liven up British elections

Now it's the Brits' turn to get political with blogging.

LONDON — Once Britons wanting to vent their political spleen either had to write to the Times or take their soapbox to Speakers Corner in London's Hyde Park for a rant.

Now they can blog.

The campaign for the May 5 election has witnessed an explosion of web logs — from candidates to journalists and political snipers tearing chunks out of the bombast pouring out of party media machines.

Yahoo!, Yehey!, Yehba*?

First, there was Yahoo!. Then, there was Yehey!. Now, there’s Yehba*.

Trust the Filipino’s penchant for spoofing just about anything to come up with an ingenious brand name. Obviously a take on two recognized online brands, at least as far as Pinoys are concerned, Yehba* is yet another mobile application — one that is being trumpeted by its developers as "a new mobile experience."

Upon the invitation of Pinoy web pioneer Jim Ayson, I attended Yehba*’s official launch today. Created by a local software development startup called D3Systems (the three Ds standing for dynamic, driven, dedicated), Yehba* — a Tagalog expression of approval or affirmation — basically offers PC-style chat and instant messaging (IM) to and between mobile phones. So one might be prodded to ask: "what’s new with that?"

Bantay ICT campaign against electronic surveillance, invasion of privacy and anti-terror bills

Bantay ICT, a group of advocates doing analysis and policy interventions on ICT issues, especially those related to communication rights, is waging a campaign against the enactment of an anti-terrorism law. Fifteen bills are currently pending in both Houses of Congress. The House and Senate committees have set hearings next week to discuss the proposed bills.

A provision in at least one of the bills (authored by Rep. Robert Ace Barbers) authorizes the government to conduct
electronic surveillance allowing it to tap, monitor or intercept email, voice mail, even text messages of any person suspected of being a member of a terrorist organization. Bantay ICT feels that:

"this encroaches on the people's right to privacy, freedom of expression, and communication. Under the pretext of combating 'terrorism', this bill threatens our personal freedom to communicate as we fear that the government will abuse this measure to conduct surveillance to minimize dissent and silence activists."

To stop the passage of such a law, you can do your share by:

I am against the anti-terror bills filed in Congress, especially the provision on electronic surveillance. I feel that this provision encroaches on the people's right to privacy, freedom of expression, and communication. It threatens our personal freedom to communicate as we fear that the government will abuse this measure to conduct surveillance to minimize dissent and silence activists.

According to the provision, the government may conduct electronic surveillance and/or tap, monitor or intercept internet e-mail, voice mail, even text messages of any person suspected of being a member of a terrorist organization. If this bill will be enacted, I fear that the government may use this to target human rights activists, youth leaders, trade unionists, political oppositionists and even journalists.

In 2001, Filipinos used the power of information and communications technology (ICT) to protest against the Estrada administration. ICT became the weapon of choice of many Filipinos frustrated with Mr. Estrada's kind of governance. By sending statements and by downloading materials through the Internet, by sending millions of text messages, Filipinos all over the world were linked together and were able to topple another president in what was dubbed as the 'multimedia revolution'. If this bill will be enacted into a law, we may never have the chance to use the power of the Internet again to air our grievances.

Yes, 'terrorism' is a menace that must be stopped but not at all cost; certainly not at the expense of our right to privacy and communication. The Philippines have enough laws to combat 'terrorism'; we surely do not need this one.

No to invasion of privacy, No to the curtailment of freedom of expression and communication, No to electronic surveillance, No to anti-terrorism bill!

Viva il Papa?

The selection of Cardinal Josef Ratzinger as the new pope does not seem to be a welcome change. Ratzinger's proclaimed conservatism will likely mean a Catholic Church remaining steeped in orthodoxy. As John Paul II's right-hand man, he was the driving force behind the crackdown on liberation theology, ordination of women and any moves towards accepting homosexuality.

The choice of name, Benedict XVI, could even be indicative. It was Pope Benedict XV (September 1914 to January 1922) who reaffirmed the condemnation of modernism in the Church.

A series of strange events

After three consecutive, eventful days, activity at the PCIJ blog suddenly ground to a halt yesterday. It was puzzling to say the least, going by the warm response we’ve been receiving since the launch last Monday. For sure, the problem is partly technical. Our Internet connection has not been restored to its full capacity since the cable modem conked out last week. As a result, we have been barely able to go online to log in to the blog or even check our favorite websites and download our emails, which at certain instances would mysteriously disappear from our mail server.

Farewell, Erin Brockovich


Marlene Esperat, a journalist/anti-graft crusader, was killed in Sultan Kudarat last week. Marlene was a good friend of PCIJ's and a source for some of our corruption stories. This report pays tribute to her.
